    I’m not sure about the belts, but they seem to not be a feature for taxis specifically and are just part of the design of that type of accessible vehicle in general in Japan… Here is another brand: https://www.daihatsu.co.jp/lineup/friend_tanto_s/04_interior.htm

    Once inside, the winch belts lock and function as the front lock-down belts.  So, I guess the idea is that you can attach them outside and don’t need to try and strap down the wheelchair front in a cramped car…?  Maybe…?
