I was hoping to get to Ueno today from Shinjuku, but yesterday when I went to Ikebukuro I was left waiting for ages before someone came got me. I wonder if I asked at the right place or not. Where am I meant to go to get help organising the ramps?

For JR, you need to wait at the ticket gate after telling the staff where you want to go until someone comes to guide you. So, buy ticket (if not JR Pass) → give it to staff at slightly wider ticket gate (or show JR Pass) → tell staff where you want to go → wait on other side of ticket booth for someone to come.
The response time can vary a lot depending on the station. Since over 4 million people go through Shinjuku station every day… you tend to be made to wait. Even at Shinjuku it can vary from 5-20 minutes depending on time of day etc.
